19th AcadFest: “Withstanding the Wave: The Youth Response to Mitigating Calamity Risks and Optimizing Resources.”


19th UP Harong Academic Festival

    Born after typhoon Rosing ravaged our beloved region in November 1995, the University of the Philippines Harong (UP Harong), for almost two decades now, has served as an avenue for Bikolano UP Diliman students coming from the province of Camarines Sur and the cities of Naga and Iriga to give back to their mother province, as well as maintaining organizational solidarity among Bikolano students in the University. 

On the Activity: Instilling Disaster Preparedness in the Bikolano Youth

    Primarily, our advocacy has taken the form of holding our annual flagship project, the Academic Festival(or AcadFest, as it is popularly known) which aims to contribute to social and academic development among the Bikolano youth. It is the single biggest educational endeavor ever created by any youth organization in Camarines Sur. For the past nineteen years, it has served as a training ground for the Bikolano youth where they are empowered to further mold their talents and potentials.

      In the light of the recent calamities that befell our nation and our region, UP Harong’s 19thAcadFest seeks to instill in the Bikolano youth the value of giving back to the homeland that nursed our infancy and being prepared for the natural calamities that may happen—the very circumstances in which our Organization was born. Hence the theme: “Withstanding the Wave: The Youth Response to Mitigating Calamity Risks and Optimizing Resources.”

On the Theme: Withstanding the Wave

For us Bikolanos, natural calamities have mostly defined our history as a people, with the frequent typhoons and volcanic eruptions, making resilience a regional trait. The relative frequency of such disasters even led one commentator to exclaim that with Bikol, with its kind people and rich land, the Almighty had to invent these natural disasters “to even things up.” With the prospect of a looming ecological crisis and climate change affecting our planet, one can say that the advocacy for maintaining an active role in withstanding this wave would be of crucial importance.

This year’s AcadFest is precisely anchored on this remarkable sturdy character of the Bikolano, and the youth’s role in actively promoting the mitigation of risks and being prepared for these calamities in the future 

On the Events: Adopting an Attitude of Awareness

       UP Harong’s 19th Academic Festival will be held at the Camarines Sur Capitol Convention Center, Pili, Camarines Sur, from 7-10 January 2015.

19th UP Harong Academic Festival


Naga City - On January 7 to10, 2015 at the Camarines Sur Capitol Convention Center, the University of the Philippines (UP) Harong, a duly recognized organization of UP Diliman students from the Province of Camarines Sur will be holding their annual Academic Festival (AcadFest) now on its 19th installment channels for enhancement of academic potentials, and to develop awareness of and commitment to the province. For many years, UP Harong had never stopped doing the best that it could to keep the Bicolano youth concerned with alarming social issues around them. This year, UP Harong aims to encourage the youth to partake in reducing disaster risks and promoting the common good through eliminating apathy.

The theme for this year's AcadFest is “WITHSTANDING THE WAVE: The Youth Response in Mitigating Calamity Risks and Optimizing Resources.” The AcadFest serves as a venue of intellectual discourse and meaningful exploits for more than 100 students coming from different schools in the Bicol Region. It is composed of various academic contests like debate, quiz bee, public speaking, essay writing, photojournalism, etc.

A culmination of academic prowess, skill and determination among the cream of the crop in high schools all about Camarines Sur and beyond through the Bicol Region Bolstering the ideals of fortitude and civic commitment, this year’s theme for the event reminds all people the plight brought about by the wrath of natural forces, as made evident by recent hardships experienced by our fellowmen, in the hope of increasing support and awareness for this matter.

This event is co-presented by: Provincial Government of Camarines Sur, City Government of Naga, Municipal Government of Pili,  Center for Youth Advocacy Network. In partnership with: Asiawise Study Center

The University of the Philippines (UP) Harong has been upholding the values of academic excellence and social relevance in the province of Camarines Sur and the whole Bicol Region as well for 18 years now. As a duly recognized organization of students in UP Diliman coming from the province of Camarines Sur and the cities of Iriga and Naga, UP Harong continues to be an avenue for boosting individual talents, honing interpersonal skills and revitalizing societal linkage through holding a wide array of activities in order to propel change, raise awareness and rev up the development in the region. 

On the Activity: Igniting the Engine of Academic and Social Desires:
One of the activities that UP Harong holds which promotes the aforementioned ideals is the Academic Festival (AcadFest, as it is popularly known). For the previous years, the AcadFest catered only to high school students of Camarines Sur and the cities of Iriga and Naga. On its 18th year, the AcadFest 2013 was opened to all high school students of Bicol in order to better achieve its visions for the youth. It will be held at the Bicol State College of Applied Sciences and Technology (BISCAST) along Peñafrancia Avenue, Naga City, and SM City Naga on October 23-26, 2013.  

On the Theme: Revving the Ride
This year’s theme for the AcadFest is “Revving the Ride: The Youth Drive for Responsible Tourism towards Sustainable Development”. AcadFest 2013 focuses on the effects of different types of tourism; may it be ecotourism, culinary tourism, religious tourism, cultural tourism, heritage tourism, and many more, in the improvement of the region and the nation as well. The responsibility does not lie solely on the government officials for whom it is commonly directed to. The youth plays a great role in achieving sustainable development through responsible tourism by breaking the apathy within themselves, igniting the fervor to be part of change, starting the will and work for the common good, and revving the ride towards the highly desired ideal society. Moreover, through the events of AcadFest 2013, students may relish their well-thought points of view and rebut amongst themselves their long-prepared arguments.

On the Events: Driving the Vehicles of Responsible Tourism towards Sustainable Development
The students inevitably have their own weaknesses, which they can improve on, and fortes, which they can use to challenge and debate with others' strengths. The choice is in their hands on which vehicle to ride on and drive towards their success. It may be the 18th Tingog nin rason Debate Tournament, 16th Boses kan Jovenes Public Speaking Contest, 12th Harong nin Dunong Quiz Bee, 11th Sural Essay Writing Competition, 10th Gayon Bikolnon Poster Making Contest, 6th Ladawan nin Kabikolan Photojournalism Contest, 4th Istoryang Suanoy Story telling Competition, Gala night, and the newest in the collection, the 1st Heras sa Banwaan Radio Broadcasting Tournament. It must be noted, however, that in any endeavor one takes, he/she must be responsible and prudent while voyaging towards his/her destination.

The journey that has long been waited for towards sustainable development is about to begin. Since each holds different views regarding tourism, each will have a unique path towards their destination. It may be a path taken by many, but then again sometimes, to do what is right you must walk alone. Whichever path it is, the important thing is not to get left behind so pack your ideas up, collect your thoughts, and get prepared for the UP Harong Academic Festival 2013!

UP HARONG: Academic Festival 2012


The ACADEMIC FESTIVAL is a prestigious event hosted by UP HARONG, an organization of UP Diliman students coming from the province of Camarines Sur. Since 1996, it has served as a haven for intellectual exchange, meaningful exploits, and openhanded discourse.

ACADFEST caters to high school students in Camarines Sur and Cities of Naga and Iriga. It shall be composed of a series of contests: 17th Tingog nin Rason Debate Tournament, 15th Boses Kan Jovenes Public Speaking Contest, 11th Harong nin Dunong Quiz Bee, 10th Sural Essay Writing Contest, 9th Gayon Bikolnon Poster-Making Contest, 5th Ladawan kan Kabikolan Photojournalism Contest and the 3rd Istoryang Suanoy Contest

Investigating the Link

The world we now live in revolves around a massive system of information known as the World Wide Web. Its infinite hands reach out and get entangled so much in the daily weavings of human life that now, everybody, or at least almost everybody, is online. Everybody has a Facebook account. Everybody gets entertainment from Youtube. Everybody is but a page away from everything he has to and wants to know. In fact, everybody is just a click away.

And yet, in a world of so much connectivity, somehow, we have never been so apart.

Because online, people fight wars. People create discord. People step on each other's rights. People spread advocacies that undermine other people. People copy and steal from other people's minds. Things we would not do to our neighbors are being done to people from across continents. And with a cloak of anonymity to protect us, we have no consequences to be afraid of.

We have to realize that the World Wide Web is not simply a tool of our pleasure and convenience, but an extension of human life. That, as we create online versions of ourselves, we must also endow them with the values that allow us to live peacefully offline. That even online, every right we enjoy has an equivalent responsibility. That, as the Web is as powerful a weapon as any war machine, we must take care in making sure we are not stepping beyond boundaries of respect and courtesy.

But where do we start?

Awareness is key. Knowing what is right and what is wrong is always the first step towards moral wisdom, even in a medium so advanced as the Internet. And as we, the youth, are the most involved in the dealings of the Web, the campaign towards responsible and informed use of social media must start with us.

Living in Multiplicity 

Throughout the course of history, people have sought ways to attain peace that is lasting and just. Theories and philosophies have clashed and fought on the in-tellectual battlefield, pitting the best minds against each other in this grand conversa-tion that is the history of ideas, in pursuit of ideals like Truth, Justice, and Peace. 

On the level of the mundane, however, wars have been waged among em-pires and nations, justifying their slaughter by invoking the principles these thinkers have held, defended, and argued for, causing countless stories of human suffering and tragedy. 

In this light, this year’s AcadFest, with the theme “LIVING IN MULTIPLICITY: The Bicolano Youth as an Advocate of Peace and Understanding,” the Organization hopes to address this perennial problem of humanity by instilling in our youth, not ab-stract universal principles that will guide them to some utopia, but the disposition for peace and understanding in our postmodern age where people will be more likely to encounter ways of life very unlike their own. In this context, tolerance would not be enough; what is required of us is to have the desire to actually understand other peo-ple and appreciate the multiplicity of these forms of life. 

We in UP HARONG, as part of our goal to take part in our University’s pursuit of a well-balanced education for all, has always promoted the idea of a healthy com-petition among the best young minds of the province, one that will contribute to their academic development, as well as to the broadening of the horizons by which they see the world. May this year’s AcadFest do this for you.
